parking for cancer patients taken up by empty skip bin

Here are two photos of a car park area at a local NSW hospital. These 4 car spots have been unavailable to cancer patients for months now. They have been fenced off and a huge skip bin placed across them. While visiting this hospital over a period of 5 weeks I noticed that the skip bin remained empty and there were never any work men in the area. I wrote an email to the hospital complaining about the situation as parking anywhere near this Cancer Care Unit is near to impossible. These 4 car spots are especially for patients coming in to their daily radiation treatment. It means they don't have to spend half an hour looking for a car spot and then worrying that the ranger will book them after the 15 minute time allowance. Within days of my email there were pallet loads of pavers and work men on site. Coincidence??

That is sooooo annoying, a friend of mine that goes to the local hospital has 4 spaces for chemo patients. Every time she went there was the same car parked there, it wasn't a chemo patient but a staff member using it., so she put a note on her car, not sure if this made a difference.
