parking for cancer patients taken up by empty skip bin

Here are two photos of a car park area at a local NSW hospital. These 4 car spots have been unavailable to cancer patients for months now. They have been fenced off and a huge skip bin placed across ...

That is sooooo annoying, a friend of mine that goes to the local hospital has 4 spaces for chemo patients. Every time she went there was the same car parked there, it wasn't a chemo patient but a staff member using it., so she put a note on her car, not sure if this made a difference.
