I agree with your sentiment that cost should not be something that affects whether someone has a reconstruction after breast cancer surgery. But even if your reconstruction is done through the public system there can be cost issues such as time off work for the surgery and recovery. In conjunction with time off during treatment this can be a factor for some people.
It can be difficult to determine the meaning or intent of a single sentence. Journalists can take a sentence that was part of a larger quote and interpret this for their own purpose. I often read media articles about breast cancer issues and feel that the journalist is way off the point that I think is the real issue from my own experience. But I dare say that it is very difficult to try and control what a journalist actually writes after any interview or statement. The only way to have control is to release a complete statement but even then some journalist will come along and quote a few words from it for another article and it is out of context again! Ahh the freedom of the press!
