I've heard of chemo being suspended when there has been a lack of response, or tumour growth during neoadjuvant chemo. I would continue on with your chemo, and try and see the surgeon yourself to discuss such a big change in your management plan.
I have a friend who had an MRI after 2 of her 3 doses of FEC, which showed a lack of response, so she was then changed and had 4 doses of docetaxol instead of 3. She ended up having a complete pathological response, although that still allows for remaining DCIS, which she had.
