Those target shaped welts are typical of erythema multiforme. Usually a childhood disease that kids get at the end of a virus. Its basically an alergic reaction to the body's own immune response. My niece gets it really bad whenever she gets colds etc. Might be worth googling it to find out more. If it fits check with your oncologist.
