Maybve you could ask to have a fine needle biopsy done on the lump. I had a very tiny lump several years ago (which turned out to be nothing) and that's what they did. The breast surgoen I saw also had difficulty locating the lump but he did the biopsy anyway. Later of course I developed BC in my other breast but that's another story.
I have read a number of stories on here Gympiegirl of women - particularly younger women - being told by their doctors that their breast lump was 'nothing' and it has later been found to be cancer. If your gp can feel it too, there must be something going on. Make sure you get it properly tested and get a definitive answer.
If it does turn out to be cancer - yes that is scary and the treatment can be gruelling - but at least you will have caught it early and you will have a good chance of being cured. Good luck.
