Hi Fiona, I am not sure if it is just the radiation that causes the shrinkage, it may be a bit of everthing eg: def Radiation, I also had my ovaries removed, (total hysterectomy), which hurled me into menopause and was then put on Arimidex which pushed me right over the cliff into menopause, This meant I also lost elasticity in the skin and density in breast tissue. Lack of eostrogen also causes the breasts to shrink.
As far as how long to wait, my advice was to leave it until about 12 months following radiation. 12 months is the actual longest you can be placed on a public hospital waiting list. That has been blogged about previously. So you can investigate it now and think whilst on the waiting list.
