The old statistics question which is so hard to know in advance which number you'll be. 2% sounds little, but as @Afraser says...every point counts with cancer. 2% discount on a pair of shoes or a handbag....meh...not worth the bother, but I'd bet if a person's home loan repayments went up 2%...people would squeal. A large Sydney high school has around 1000 pupils. If a crazed gunman entered to school and shot dead 2% of the children...that would be 20 dead kids. Suddenly that 2% seems somewhat large and if the parents of one of those dead pupils complained about the school security, I doubt they'd be happy to be told "Aaah but 98% of the children were fine". A hard choice to make for sure, but remember, there's no rewind button here and one only generally gets one bite of the apple for an outright cure in the beginning of this horrible process.
