I am sorry to hear of your mother's diagnosis. It is a scary time and there is a lot to think about - it is good you are there to help her.
There is a peak body for breast surgeons called the Breast Surgeons of Australia and New Zealand (BreastSurgANZ). On their website they have a 'find a surgeon' link, where you put in the state/territory where you live and it brings up a list of specialist breast surgeons in your area. These are all surgeons who are members of BreastSurgANZ and who participate in an audit where they report their breast cancer surgery outcomes. I'd highly recommend you have a look at this list so that you know your mother is being cared for by someone who specialises in breast cancer surgery.
