How frustrating and ridiculous. Bypass the bureaucratic crap and have a fundraiser.Local Rotary, Lions club ????or business.Most local clubs will do a fundraise for someone in need.Our local Relay for Life committee raises money for exactly that sort of thing.I know of some bc support groups which help in this way too.
